			<content:encoded><![CDATA[<p>This is a great idea &#8211; picture from Switzerland. It is a consumption-based tax on garbage. They don&#8217;t pick up the bag if it doesn&#8217;t have a sticker. Sticker costs a Euro or so per bag. It forces you to minimize the amount of garbage you create.</p>

<p>The American system is to charge a &#8220;pickup&#8221; fee for each home, but it is not capped and there is no penalty for creating a lot of garbage. I guess you can call it the American way, though the idea seems un-American to me!</p>
